The high-level discussions come as the federal government actively explores alternative operational models for major aviation hubs across the country, including potential privatization options. Under the current framework, airport lands remain under federal ownership, while day-to-day operations are handled by local non-profit airport authorities. However, signals regarding structural policy shifts were previously highlighted in the 2025 federal budget and reinforced during this spring's official economic statement, indicating Ottawa's intention to evaluate private investment models. The timing of the unexpected caucus meeting coincided directly with the launch of the inaugural Canada Investment Summit in Toronto, led by Prime Minister Mark Carney. The summit aims to secure $1 trillion in capital over the next five years for major national infrastructure projects. Interestingly, airports were excluded from the official portfolio of more than 160 investment opportunities presented to global investors at the event. Meanwhile, labor organizations have mounted strong resistance to any potential move toward airport privatization. A newly released report by the Canadian Labour Congress warned that privatizing critical aviation assets could drive up passenger travel costs, escalate workplace strain on airport personnel, and compromise long-term public interest. Outside the Toronto summit, members of the Unifor Aviation Council staged protests against the proposal.
